District heating/cooling distribution
Construction and operation of pipelines and associated infrastructure for the distribution of heating and cooling, where the system uses renewable energy or waste heat sources.
Substantial Contribution to Climate Change Mitigation
The activity involves the construction and operation of district heating and cooling distribution systems. The system meets at least one of the following criteria: (a) for district heating, the system qualifies as efficient district heating and cooling as defined in Article 2(41) of Directive 2012/27/EU; (b) for district cooling, the system uses at least 50% renewable energy, 50% waste heat, 75% cogeneration heat, or 50% of a combination of such energy and heat.
The system must demonstrate a pathway to full decarbonisation by 2050, with intermediate targets showing progressive reduction of fossil fuel use. Where the system uses cogeneration, the cogeneration plant meets the high-efficiency criteria defined in Directive 2012/27/EU. Systems connected to new fossil fuel boilers are excluded unless those boilers serve as back-up representing less than 20% of annual heat supply.
DNSH: Climate Change Adaptation
The activity complies with the criteria set out in Appendix A of the Delegated Act. A climate risk and vulnerability assessment has been performed, addressing risks from urban heat island effects, flooding, and extreme temperature events on underground infrastructure.
DNSH: Water and Marine Resources
The activity does not lead to the deterioration of the good status of bodies of water and complies with Directive 2000/60/EC. Cooling water discharges do not cause thermal pollution of water bodies, and heat transfer fluids are managed to prevent contamination.
DNSH: Circular Economy
The activity assesses the availability of and, where feasible, adopts techniques that support reuse and recycling of piping, insulation, and associated infrastructure. Pre-insulated pipe systems are selected for durability and recyclability. A waste management plan covers construction and end-of-life phases.
DNSH: Pollution Prevention
The activity does not involve the use of substances listed in Annex I or II of Regulation (EU) 2019/1021. Where biomass combustion supplies the district heating system, emissions comply with Directive 2010/75/EU. Insulation materials used in piping do not contain ozone-depleting substances or high-GWP blowing agents.
