Renewal of Water Collection, Treatment and Supply Systems
Renewal and upgrade of existing water supply infrastructure to improve efficiency, reduce leakage and lower energy consumption.
Substantial Contribution to Climate Change Mitigation
The renewal activity must achieve at least a 20% reduction in average net energy consumption per cubic metre of water supplied, measured over the renewed system compared to the pre-renewal baseline. Alternatively, the activity must reduce the Infrastructure Leakage Index (ILI) by at least 20% or bring it below 1.5.
The renewal must include modernisation of pumping equipment, installation of variable-speed drives, upgrade of treatment technologies, or replacement of distribution network components to reduce physical losses. Smart monitoring systems for real-time leak detection and pressure management must be deployed.
Substantial Contribution to Climate Change Adaptation
A CRVA must be carried out under Appendix A. The renewal design must address projected climate risks to the system, including changes in raw water quality due to temperature increases, increased flood risk to treatment facilities, and drought-induced supply disruptions.

Climate risks must be assessed and the renewed infrastructure must incorporate resilience features appropriate to the identified hazards, including backup power supply, flood barriers for critical equipment, and capacity margins for extreme demand periods.

The renewed system must maintain compliance with the Drinking Water Directive. The renewal must not increase water abstraction beyond existing permits or compromise ecological flows in source water bodies.
DNSH: Circular Economy
Replaced components and materials from the renewal must be recycled or recovered to the maximum extent feasible. At least 70% of non-hazardous construction and demolition waste from the renewal must be prepared for re-use or recycling.
DNSH: Pollution Prevention and Control
The renewal must not introduce materials containing substances of very high concern under REACH. Dust, noise, and runoff during construction must be controlled to minimise environmental impact on surrounding areas and water bodies.
