Acquisition and Ownership of Buildings

Purchase and ownership of buildings meeting top energy performance standards or certified as nearly zero-energy buildings.

Substantial Contribution to Climate Change Mitigation

For buildings built before 31 December 2020, the building must have an Energy Performance Certificate (EPC) of at least class A, or alternatively must be within the top 15% of the national or regional building stock in terms of Primary Energy Demand (PED).

For buildings built after 31 December 2020, the building must meet the criteria specified in Activity 7.1 (Construction of New Buildings) at the time of construction -- that is, primary energy demand at least 10% below the NZEB threshold.

Where the building is a large non-residential building (with an effective rated output for HVAC systems of over 290 kW), it must be efficiently operated through energy performance monitoring and assessment using Building Automation and Control Systems meeting at least Class B as defined in EN 15232.

Substantial Contribution to Climate Change Adaptation

Where the acquisition is making a substantial contribution to climate change adaptation, a CRVA must have been performed on the building, and identified material physical climate risks must have been addressed through implemented adaptation solutions.

DNSH: Climate Change Adaptation

For buildings in areas subject to significant flood risk (100-year return period), flood resilience measures must be in place. A climate risk screening must be performed proportionate to the building's value and expected holding period.

Where applicable, water-efficient appliances must be in place or planned as part of improvement works following acquisition.

DNSH: Circular Economy

Where the acquisition is followed by renovation, the renovation must comply with the circular economy criteria set out in Activity 7.2, including the 70% construction and demolition waste recovery target.

DNSH: Pollution Prevention and Control

Due diligence must be performed to confirm the absence of asbestos and other hazardous substances. Where hazardous substances are identified, a remediation or management plan must be in place.
