Electricity generation from bioenergy

Construction and operation of electricity generation facilities that produce electricity exclusively from biomass, biogas, or bioliquids.

Substantial Contribution to Climate Change Mitigation

The activity generates electricity from bioenergy (biomass, biogas, or bioliquids) provided that the biomass used complies with the sustainability and greenhouse gas savings criteria laid down in Directive (EU) 2018/2001 (Renewable Energy Directive, RED II), Articles 29 to 31. Agricultural biomass must not be sourced from land with high biodiversity value or high carbon stock.

Life-cycle GHG emissions from bioenergy electricity generation are lower than 100 gCO2e/kWh. The GHG savings from the use of biomass are at least 80% relative to the fossil fuel comparator set out in Annex VI to RED II for installations starting operation after 1 January 2026. The assessment must use the methodology in Annex V or VI of that Directive. Emissions are verified by an independent third party.

DNSH: Climate Change Adaptation

The activity complies with the criteria set out in Appendix A of the Delegated Act. A climate risk and vulnerability assessment proportionate to the scale of the activity has been performed and adaptation measures implemented.

DNSH: Water and Marine Resources

The activity does not lead to the deterioration of the good status of bodies of water and complies with Directive 2000/60/EC. Where irrigation is used for biomass cultivation, water use efficiency plans are in place and abstraction does not compromise environmental flow objectives.

DNSH: Circular Economy

The activity prioritises the use of waste and residues as feedstocks over primary biomass. Ash and digestate from the process are recovered and reused as soil amendments or construction materials where possible, in accordance with Directive 2008/98/EC.

DNSH: Pollution Prevention

Air emissions from the combustion facility comply with Directive 2010/75/EU (Industrial Emissions Directive) and applicable BAT conclusions. Emissions of particulate matter, NOx, SOx, and CO are within the emission limit values. Substances listed in Annex I or II of Regulation (EU) 2019/1021 are not used.

DNSH: Biodiversity and Ecosystems

The biomass used complies with the sustainability criteria set out in Article 29 of Directive (EU) 2018/2001. Agricultural biomass is not sourced from land that was primary forest, highly biodiverse grassland, wetland, or peatland. Forest biomass meets the country-level LULUCF criteria ensuring that carbon stocks and sink capacity are maintained.
