Transmission and distribution networks for renewable and low-carbon gases

Construction and operation of new transmission and distribution networks dedicated to hydrogen or other low-carbon and renewable gases.

Substantial Contribution to Climate Change Mitigation

The activity involves the construction or operation of transmission and distribution pipelines and associated infrastructure dedicated to the transport of hydrogen or other low-carbon gases. This includes the conversion or repurposing of existing natural gas networks for hydrogen transport, blending infrastructure, and new purpose-built hydrogen pipelines.

The network transports gases that qualify as renewable under Directive (EU) 2018/2001 or that meet the low-carbon hydrogen threshold defined in Delegated Regulation (EU) 2023/1184. This is classified as an enabling activity under Article 10(1)(i) of Regulation (EU) 2020/852, enabling decarbonisation of gas supply. Where existing natural gas networks are repurposed, a phase-out plan demonstrates a credible transition pathway to 100% renewable or low-carbon gas transport.

DNSH: Climate Change Adaptation

The activity complies with the criteria set out in Appendix A of the Delegated Act. A climate risk and vulnerability assessment has been carried out for the pipeline network, considering risks of ground movement, flooding, and temperature extremes.

DNSH: Water and Marine Resources

The activity does not lead to the deterioration of the good status of bodies of water and complies with Directive 2000/60/EC. Pipeline construction and operation follow best practices to minimise impacts on surface water, groundwater, and marine environments during river and sea crossings.

DNSH: Circular Economy

The activity assesses the availability of and, where feasible, adopts techniques that support reuse and recycling of pipeline materials and associated infrastructure at end of life. Steel and other metals used in pipeline construction are selected for recyclability.

DNSH: Pollution Prevention

The activity does not involve the use of substances listed in Annex I or II of Regulation (EU) 2019/1021. Methane and hydrogen leak detection and repair (LDAR) programmes are implemented across the network. The facility complies with Directive 2012/18/EU (Seveso III) on control of major-accident hazards where applicable.
