Manufacture of biogas and biofuels for use in transport and of bioliquids

Manufacture of biogas or biofuels for use in transport, and manufacture of bioliquids, from biomass feedstocks.

Substantial Contribution to Climate Change Mitigation

The activity involves the manufacture of biogas, biofuels for use in transport, and bioliquids. The biomass used for the manufacture complies with the sustainability and GHG emission saving criteria laid down in Articles 29 to 31 of Directive (EU) 2018/2001 (RED II). Agricultural biomass must not be sourced from land with high biodiversity value or high carbon stock.

GHG emission savings from the production of biofuels and biogas for transport are at least 65% relative to the fossil fuel comparator set out in Annex V, Part D, of RED II for installations starting operation after 1 January 2021, and at least 80% for installations starting after 1 January 2026. For bioliquids, savings are calculated using Annex V methodology. Food and feed crop-based biofuels comply with the 7% cap and ILUC limits set in RED II. Emissions are verified by an independent third party.

DNSH: Climate Change Adaptation

The activity complies with the criteria set out in Appendix A of the Delegated Act. A climate risk and vulnerability assessment has been carried out and adaptation measures are implemented.

DNSH: Water and Marine Resources

The activity does not lead to the deterioration of the good status of bodies of water and complies with Directive 2000/60/EC. Digestate and effluent management plans prevent nutrient pollution of water bodies from anaerobic digestion processes.

DNSH: Circular Economy

The activity prioritises the use of waste and residues as feedstock, in line with the waste hierarchy under Directive 2008/98/EC. Digestate from biogas production is recovered and used as organic fertiliser or soil amendment. By-products from biofuel refining are valorised where feasible.

DNSH: Pollution Prevention

Air emissions from the manufacturing process comply with Directive 2010/75/EU (Industrial Emissions Directive) and applicable BAT conclusions. Methane slip from biogas upgrading is minimised. Substances listed in Annex I or II of Regulation (EU) 2019/1021 are not used.

DNSH: Biodiversity and Ecosystems

The biomass feedstock complies with the sustainability criteria of Article 29 of Directive (EU) 2018/2001. Agricultural biomass is not sourced from primary forest, highly biodiverse grassland, wetland, or peatland. Forest biomass meets country-level LULUCF criteria ensuring carbon stock and sink maintenance. An assessment of indirect land use change (ILUC) risk is carried out for crop-based feedstocks.
