Substantial Contribution to Climate Change Mitigation
Creative and entertainment venues must implement energy management systems and achieve verified energy efficiency standards. Buildings used for arts and entertainment must meet at least the minimum energy performance requirements under the EPBD, or demonstrate a 30% reduction in energy consumption compared to the sector baseline for the building type.
Electricity must be sourced from at least 80% renewable sources through direct procurement, on-site generation, or verified Guarantees of Origin. Event and production operations must implement a carbon management plan covering energy use, travel, materials, and waste, with annual reduction targets and public reporting. Touring productions must implement low-carbon logistics including rail transport for equipment and virtual alternatives for non-essential travel.
Substantial Contribution to Climate Change Adaptation
Venues and outdoor event spaces must undergo a climate risk assessment per Appendix A, addressing heat wave impacts on audiences and performers, flood risk to venues and stored collections, storm damage to outdoor infrastructure, and air quality impacts on outdoor events. Adaptation measures must be integrated into venue management and event planning.

Physical climate risks must be assessed per Appendix A. Venues must incorporate resilience features including emergency cooling, flood protection for valuable equipment and collections, and extreme weather contingency plans for outdoor events.
DNSH: Water and Marine Resources
Venues must implement water efficiency measures. Event operations must minimise water consumption and prevent pollution of water resources from temporary installations, cleaning operations, or waste management.
DNSH: Circular Economy
Set design, costumes, and production materials must prioritise re-use, rental, and recycling. Event waste management must achieve at least 65% diversion from landfill through segregation and recycling. Single-use materials must be minimised in venue operations and catering.
